		<description><![CDATA[Peer review. Surely you jest. You&#039;ll get things like &quot;world class&quot;, &quot;uncompromising integrity&quot; and other silliness. Evaluation cannot be done on input, only output.As for teachers paid what they&#039;re worth, only the real market can tell what something is worth. Government workers can never be valued properly except that most of them are overpriced. See my blogs on unfunded pension liabilities.
